“Expanding trade opportunities for American workers and businesses depends on cooperation between the federal government and the states.” – H.C.R 1 “House Concurrent Resolution 1 on International Trade and State Government” is a resolution that is currently being processed through the state legislature, and is an important declaration to Congress from Utah.  In the past, cooperation and communication between state trade agencies and the federal government has been poor at best.  Due to a slew of bureaucratic hoops and a lack of clearly defined institutional trade policy structure and resources, states are being left out of the loop on many relevant U.S. trade issues that affect states rights. This resolution urges Congress to improve federal – state consultation on matters of trade and to provide better data for the states.  Utah, as the #1 leading state for export growth, has a highly vested interest in seeing better communication and consultation mechanisms in place to facilitate that growth. H.C.R 1 was brought before the Utah House of Representatives after passing unanimously in a Utah International Trade Commission committee.   The resolution passed on the House floor, and then subsequently passed in a Senate subcommittee.  H.C.R 1 passed the Senate 2nd reading calendar today.
